| christopher consultants' staff is comprised of individuals with years of public and private sector experience and professional credentials in civil engineering, surveying, land planning and landscape architecture. christopher consultants keeps pace with the dynamic nature of land development through its commitment to regular attendance at meetings of Planning Commissions, County or City Boards and various professional and industry associations, and to the continuing education of its employees by way of in-house training programs and outside seminars and courses.
The four principals of christopher consultants are Christopher W. Brown, William R. Goldsmith, Jr., Louis Canonico and William R. Zink.
Christopher W. Brown, P.E.
President
Chris Brown has been active in civil engineering, land planning and construction activities in Northern Virginia since 1969. As President and founder of christopher consultants and as a principal with his former firm,Chris has managed the planning, design and execution of a wide range of projects in both the public and private sectors.
These projects include large planned communities, mixed-use projects, office parks and subdivisions such as CountrySide, Potomac Lakes, Stafford Lakes, South Riding, Dulles Business Park, Cameron Run Office Park, Loudoun Tech Center, Lansdowne, and numerous smaller projects.
Chris has developed christopher consultants, ltd. into an interdisciplinary engineering, planning and surveying firm with an ever-expanding client base.
He currently serves as a Life Director of the Northern Virginia Building Industry Association, a full member of ULI-the Urban Land Institute, and
Vice Chairman and a member of the Economic Development Authority for the City of Fairfax. Chris was previously a director and vice chairman of the Engineer and Surveyors Institute,
a director of Greater Atlantic Savings Bank, and
President of NVBIA, Loudoun.
William R. Goldsmith, Jr. back to top
Executive Vice President Bill Goldsmith has over 30 years of experience which includes field operations, land planning and engineering management of residential, commercial, office, industrial, government and institutional projects during site design and construction.
His projects include several large planned communities such as Heritage Hunt, as well as road and utility system improvements, parking lots and storm drainage systems for public sector clients. Bill has worked for George Mason University on design, contract administration and construction coordination since 1976. Bill has been involved with municipal projects in Northern Virginia for over 30 years and understands design criteria and processing techniques required by all jurisdictions. As company Executive Vice President, Bill maintains daily responsibility for work scheduling and deadline accomplishment.
Bill has served on the Board of Directors of the Engineers and Surveyors Institutes
and the Northern Virginia Building Industry Association and the National Association of Industrial and Office Parks
(NAIOP).
Louis

Regional Vice President Louis Canonico has managed the operation of the firms Loudoun office, one of the fastest growing counties in the nation, for over 16 years. He has over 20 years of involvement with land development projects and issues in the Washington metropolitan area.
Lou has provided start to finish services on some of the largest and most prestigious projects in Loudoun County. Through the management of the full service office in Loudoun County, necessary planning, engineering and survey services have been provided on such projects as Xerox Realty Corporations Lansdowne, KSIs/Chevy Chase Banks Cascades and Lerner Corporations Villages at Roundhill. While the office is especially adept at providing services to large, mixed-use developments, the same attention to detail and high level of service is provided to all clients and projects, regardless of size.
Lou has been appointed to a number of commissions and committees over the years by the Loudoun County Board of Supervisors. He is a past Chairman of the Countys prestigious Economic Development Commission. He is past president and life member of the Northern Virginia Building Industry Associations Loudoun Chapter.
William R. Zink, P.E. back to top
Regional Vice President
As
Vice President, Bill Zink provides oversight to the
Columbia, Md and Fairfax, VA offices of christopher
consultants.
He has been involved in design of civil
engineering infrastructure and land planning since
1986. Bill has managed significant projects from the
entitlement process through construction.
He has been responsible for the design of
roads, storm water drainage systems, utilities,
subdivisions, erosion/sediment control systems and
landscaping for both the public and private sectors
in many different jurisdictions.
He has been active in the development of LID
technologies starting in 1990 with his active
involvement with the development of the Northern
Virginia Best Management Practices Manual.
His expertise in urban engineering and
redevelopment has spanned the Metropolitan
Washington region.
Bill
has also been active in project/site feasibility, cost
pro-forma analysis and concept development plans for
site access and infrastructure for projects including
Potomac Yard Alexandria and Arlington, Harbor Station,
Stafford Lakes, Widewater, Dominion Golf and Country
Club, Heritage Hunt and several of the Jack Kent Cooke
Stadium sites. Bill is currently on the Board of
Directors for the NVBIA, is a past President of the
Fairfax chapter of the NVBIA, and was the Associate of
the Year in 2005.
He is also Past President of the ESI and is an
active mentor for civil engineering students at Virginia
Tech and George Mason University.
Ruth R. Fields, CPA back to top
Chief Financial Officer - Treasurer
As
a CPA, Ruth Fields has worked in public
accounting and also brings her prior experience
in real estate development to ccl. Ruth
maintains responsibility for all Corporate
services, which include all fiscal, payroll and
personnel functions. During her tenure
with ccl, she has converted the company’s
accounting and management information systems
twice, most recently in January 2002 to the
Deltek Advantage system. This latest
conversion has launched the company into the use
of web based applications and is bringing real
time reporting capabilities to the project
managers to enable them to more efficiently
manage the financial aspects of their projects.
Ruth has also authored an Operations Manual to
assist new and experienced managers alike with
administrative and operational procedures of the
company, conducts training sessions with
production staff, and facilitates collaboration
between the Corporate and Production staff.

Director of Design - Fairfax
Kevin
Washington has been involved in the management and
design of civil engineering infrastructure and land
planning projects in Virginia since 1987.
He has been directly involved in the design of
storm sewer systems, sanitary sewers, water lines, roads
and storm water management in various jurisdictions.
Kevin joined ccl
in 1987 as an entry level Draftsperson/Engineer.
He is very active in the Engineering Community
and with the Engineers and Surveyors Institute.
He is a past NVBIA Chapter President and
currently sits on NVBIA’s Board of Directors.
He is also on the Alexandria Real Estate
Advisory Committee, a group that helps the City
of Alexandria with guidance and direction.

Director of Design - Loudoun
Chris
Glassmoyer has 18 years of civil engineering experience
in Virginia, Maryland, Delaware, Pennsylvania, New
Jersey, North Carolina and South Carolina. Chris has
served as Project Manager on residential, commercial and
public sector jobs throughout Northern Virginia. Chris
has been directly involved in VDOT road design, grading,
SWM.BM, erosion and sediment control and utility design.

Director of Surveys
- Loudoun
Kevin
Fennell has 20 years of survey experience in
Northern Virginia and is a Licensed Land Surveyor in
the Commonwealth of Virginia. Kevin has worked to
provide a full range of land surveying services to
residential, commercial and public sector clients
and has been responsible for numerous boundary and
ALTA surveys as well as platting of easements for
utility infrastructure and large scale residential
subdivisions. He has also been involved in numerous
VDOT roadway projects, educational facilities and
recreational projects by providing topography,
construction stake-out and as-built surveys. He is a
member of the Virginia Association of Surveyors.
Kevin will be
responsible for all survey activities in the
christopher consultants Loudoun County, Virginia
office located in Sterling, Virginia.
Michael S. Kitchen, P.E.

Director of Design - Prince William
While
practicing civil engineering, Mike Kitchen has
been responsible for processing of rezonings,
special exceptions, special use permits,
construction plans, and for design of
foundations and structural systems for
residential and low-rise commercial
construction. He has also performed inspections
on same.
Mike has been responsible for the design of storm drainage, sanitary
sewer and water supply facilities for various commercial and residential
projects in Northern Virginia.
He has expanded engineering tasks to all phases
of land development, including grading, erosion
and sediment control plans and SWM/BMP
facilities.
He has provided project management
services between client and review agencies.
Mike has performed all phases of project
management from conceptual planning and
feasibility study through rezoning and design to
final construction. Mike
is a member of the Prince William Chapter Council of the
Northern Virginia Building Industry Association as well
as a member of the Prince William County Zoning
Ordinance Review Committee.

Director of Surveys - Prince William
Jeff Smith is an integral part of christopher consultants survey operations with over 13 years of service. His experience as a Land Surveyor includes various survey projects throughout the Commonwealth of Virginia and in the state of West Virginia. Jeff has been involved in land development projects including Potomac Yard, Stafford Lakes, The George Washington Middle School and The Langley School. He is currently invloved in prestigious projects in Prince William County including Prince William Town Center, Dominion Valley Country Club, Piedmont, Westmarket, and Independence.Mr. Smith has over sixteen years of experience in the land surveying field. His experience includes boundary surveys, topographic surveys, construction stakeout surveys, geometric computations and plat preparation. He is a Licensed Land Surveyor in the Commonwealth of Virginia and the State of West Virginia and is the Past President of the Mount Vernon Chapter of the Virginia Association of Surveyors and a member of the West Virginia Association of Land Surveyors.

Director of Design - Maryland
As
Director of Design, Peggy White manages all phases
of land development design in the Maryland
Office. She has over 18 years experience in the
areas of Civil Engineering Design, Project
Engineering and Project Management and has been
involved in a wide variety of commercial,
industrial, and residential projects in Prince
George’s, Howard, Anne Arundel and Montgomery
Counties in Maryland, as well as in Virginia,
Delaware, Pennsylvania, New Jersey and Ohio. Her
experience includes conceptual site design and
feasibility studies, planning, engineering
design and preparation of construction drawings,
project scheduling, coordination, and
management. She maintains good working
relationships with government agencies, clients,
and development team professionals, and is able
to ensure that projects are designed and
engineered in compliance with all project
objectives government regulations and within
project budgets. She has been responsible for
project development including preliminary and
construction drawings, site layout and grading,
sediment control, utility design for storm
drain, water, sewer, and stormwater management,
instructing design engineers, engineering
technicians and drafters, coordinating field
survey work, architectural and mechanical
information and interfacing with owner/developer
and public agencies.

Director of Surveys, Vince Burke manages all phases
of land surveying in the Maryland
Office.
Vince joined christopher
consultants in 2006 as a Senior Survey
Coordinator and quickly took control of all
survey operations in the Maryland office. He is
licensed as a surveyor in Maryland, Virginia and
Delaware, and has over 30 years experience as a
civil engineer. He is past President of the
Maryland Society of Surveyors and was named
Surveyor of the Year in 2001. He was the 2005
recipient of the Russ Lowman Memorial Award in
recognition of his dedication to land surveying
education in Maryland. He is a current member of
the Surveying Advisory Board for The Community
College of Baltimore County at Catonsville.
Vince has served as
a Project Manager based in Anne Arundel County
for over 20 years, including over 10 years
managing over 500 telecommunication sites for
various mobile phone carriers. He has extensive
experience with design-build additions for
Westinghouse and the defense industry near BWI
airport along with multiple projects for the
Anne Arundel County School system.

Director of Surveys - Winchester Mike
Roberts comes to christopher consultants with 30 years
of valuable professional experience. Mike
is a 1977 graduate of Glenville State College with an
Associate Degree in Land Surveying, a licensed Land
Surveyor in both West Virginia and Virginia, and a
member of the West Virginia Society of Professional
Surveyors, the Virginia Association of Surveyors and the
Eastern Panhandle Homebuilders Association (WV). Mike
will be responsible for all survey operations in the
christopher consultants Winchester, Virginia office. Our
Winchester operation serves the Winchester area,
Shenandoah Valley region and eastern West Virginia.
